How to Repair Pitted Steel

I've had the 'rear valance' of my '74 911 acid dipped (the piece on the bottom of the rear bumper). It is now 'deeply pitted' from rust and I'm wondering how to repair it.

Obviously body filler is one way to proceed. But I was also thinking about spraying on a high-build DuPont primer. Can a high build primer fill rust pits, or is meant for blending only?

Not the bumper, the piece below it, it bolts to the bottom of the bumper.

We're talking "valance" not bumpers here. Time for more coffee.

I'd use body filler or look for a better valance.

My valance has a coat or two of body schutz which is not an even surface. Is it different on a '74?

I had that, I acid dipped it off. I want to go to a painted finish.

Primer shrinks more than filler, give it a skim coat of filler then prime.
