Stuck throttle cable
The throttle cable on my 83SC stuck at 3500rpms on the interstate. The bottom pivot point was w/o the bushings and for some reason the PO had painted it red? Of course the second pivot point is up on top of the engine behind the air box and everything so I can get to it. This throttle situation could become quite dangerous as I am sure you already know. If I put new bushing on the bottom pivot point and lube it do you think this will stop or help stop this from happening. The bottom pivot point w/o bushings was able to move back and forth at least a fourth of an inch. Any thoughts?

I'd replace the bushings, no question. I'd also remove the red paint, in case that is concealing some other damage. If it were me, I'd go over the whole linkage and replace all the wear items and adjust it. It sounds like the previous owner was a bit of a hack mechanic. Who knows where else he has been?

I think you are def. right about the PO from what I am finding out. Problem is it is SOOOO hard to get to that second pivot point for the throttle w/o the engine dropped. This is also where the spring that closes the throttle is at on the second hard to reach pivot point I was wondering that if I were able to install a second spring on the bottom pivot point if this would help or serve as a fail safe. I realize it would have to be some what of a Jerry rig but I also think it might work and can you justify dropping a engine just to tinker with that second throttle pivot point?

I wouldn't try to re-engineer the throttle linkage. I'd either drop the motor or remove enough bits that I could reach it. Look at it this way, the car's over 20 years old and now is a great time to replace all the rubber hoses, fix the oil leaks, check for air leaks and so on. I usually spend a fair amount of time on any used car purchase sorting out little problems that go un-noticed by most people and undoing all the crap the previous owners thought was a good idea.

I dont have any oil or air leaks, the car runs strong, clutch feels ok, just put a shift kit in it, etc.... I just can justify dropping my engine at this time to tinker with the top throttle pivot. I will probably try this double spring approach first. If it doesnt work out and I live through it you can say I told you so to me. Anyone else think the double spring thing will work? Plus what up there could the 2nd pivot point have caught on anyway. I think it is just the bottom unbushed pivot point that caused it.

Maybe I wasn't clear on this part, it did come unstuck. It isn't still stuck. Pumping the pedal unstuck it.
