Clutch Pedal Alignment

On my 84 Carrera, I have an inch of slack on my clutch pedal like I am supposed to, but the slack is taken up by a spring action that keeps the pedal 1" from the top. If I pull up on the clutch pedal with my foot, it will line up with the brake pedal, but the springs keeps it back down. What is this spring all about. I am trying to get the pedals to line up.
