74 electrical gremlins

I have several issues with teh car I just bought. The headlight switch is stuck on high which I believe is a precursor to total failure, yes?
2. I have no interior light
3> Fan motor does not work.

FOr 2 and 3 fuse seemed logical HOWEVER when I ran my test light along the fuses WIHT THE IGNITION SWITCHED TO ON nothing came up hot. What is up with that. Is the fuse panel on a some sort of fuseable link or circuit breaker?

If the only solution is to replace the headlight/turn signal switch does the steering wheel need to be pulled?
