Low Beams don't work

I am a new owner of a 1984 911. Car is in good shape with a few small "fix
me ups".

First problem...headlights don't come on when switch is pulled out. Only
the high beams are operable, which led me to blind a few people the first
night I drove it.

Can any one tell me what the problem is most likely to be?

Also, the fog lights do not come on. Any suggestions.

I am somewhat mechanically challenged but willing to learn.
