It's on the ownership as the vin# so clearly an error but I have no idea where that #would have come from

Well, it's obviously not a VIN number, even though I don't know what type of car we are talking about. When you say "ownership" are you referring to a vehicle title or registration document? A picture might help. If it's a title, or other official paperwork, you could blank out any sensitive information you don't want others to see.
