Expert please. Alternator/VR off. Can someone help inspect?

Problem: Idling is ok but when rev up to higher than 1k RPM, voltage increase. It can be up to 16+ V. I am not sure if it's my VR or just the battery.

I took my fan/alternator/VR off the car and took some pics. Can someone look the VR to see if it's my problem maker?

Also, On the back of the fan, I can see some cracking and peeling, not the fan itself but the thin layer like those line connection on the circuit board. Is it's normal or is it something to concern? Is my alternator/fan ok?

I'd do a full rebuild.

Anything over 14-14.5 volts on that system is almost certainly a bad voltage regulator. Like Ronin says, get a full rebuild.

Thanks for opinion. Can you give me more detail on full rebuilt? In the past, the only thing I ever replace is the VR. What else do I need to do?

A shop specializing in rebuilds will replace the bearings, perhaps clean up the collector, etc. (The collector gets grooves over time from the brushes, sometimes it can be machined a little)
The most important thing is that they can simulate a "load" when testing.
You could replace the bearings yourself, but I would recommend that you then take it in for testing; most likely the VR is gone.
The cracks may be a heat-issue; the shop will tell you.

While low or no output can be the fault of either VR or alternator ... Voltage higher than nominal CAN ONLY BE the fault of the Voltage regulator!!!

I suggest replacement with a rebuilt unit ... with a good warranty!
