Problem lowering front of 82SC

So I wanted to lower the front of my 82SC about an inch. From the ground to the top of the wheel opening, the current measurement is 25.5". Went under with the old socket wrench and a flashlight to loosen the torsion bar adjustment. The adjustment for the drivers side still had about/just under half an inch before reaching the limit. However, the passenger side has already been loosened almost to its limit. In my "101 projects" book, there is a statement about removing the US spec spacers on the shocks. Is it possible they are still there, and that's what's causing my limitation on torsion bar adjustment? Or do I potentially have a bigger problem with the torsion bars themselves needing replacement? Anyone else had this problem? Suggestions please.
