Spacer Saga Continues - Camber Issue

The top of my driver's rear wheel is leaning away from the car. The passenger side is fine. After adding 21 mm spacers the tire is making contact with the inside lip of the fender.

The PO put on aftermarket spring plates and used a wrong spacer. There is slight contact on the cover cap. When I contacted my mechanic to get the camber corrected and alignment done, he told me I needed to have the torsion bars and spring plates removed, fit the plates correctly and set inclination of the bars. Then he would need to align it.

Does this sound correct? The car currently tracks fine in spite of the improper washer. I'd prefer to just have the camber corrected and the car properly aligned. This would save about $500 off of the total job. Any advice is appreciated.
