Starting Woes

My 87 has had a very intermittant problem lately. Occasionally when you turn the key to "start", nothing happens. Let me expalin more fully..
1) as you turn the key, the "on" position works fine (i.e. you can roll start the car)
2) after a few minutes, the key start may work again.
3) It happens when cold OR hot
4) I have just replaced the electrical portion of the ignition switch
5) when this happens, I do not have power to the starter solenoid when the key is turned to "start"
6) I have resurfaced all the ground connections on the car.
7) When the key works, there is no hesitataion of the starter (indicating bad connection)
8) nothing happens means NOTHING, the solenoid does not engage, no "click" no nothing.
My only thoughts are to now replace the keyed portion of the ignition switch, but before I lay down close to $250, I want a few other opinions.
