I've found that when these pumps sit, they tend to gum up inside causing the rotor not to spin, which may have caused your initial problem. That or the power lead was corroded and not making good contact with the pump. As for the crush washers, that one is odd. Does the 911 pump even have banjo fittings for crush washers? Possibly some rust or dirt got trapped inside and tightening the fuel line somehow blocked the passage. My sugesstion is to remove and disassemble the pump. the top part houses the rotor and 3 or 4 steel rollers inside the rotor. You don't need to go any further with the disassembly. Flush the pump with fresh gas and blow out the fuel inlets and motor with compressed air. Replace the rotor and see if it turns freely and if you can feel the magnet cycles of the motor when you are turning it. Reassemble and bench test. Wire brush all the contacts including the wires from the car. If it still doesn't work get a new pump. Good luck

If the new pump's running and it flowed fuel and now it doesn't, maybe the filter in the tank is clogged. It's the large allen head fitting on the bottom of the tank. I believe a 3/4 or 7/8" allen wrench fits it. You'll need to syphon the fuel out first.
