Spal cooling fans for oil cooler

I recently placed an order with BAT in Fla for a Mocal 6.5" fan after recieving the package I was surprised to find they sent me a Spal fan instead.
The fan is pretty loud when turned on does anyone know if the Mocal is the same?
Also I placed it on the lower bottom of my Carrera cooler does this matter?
Should it be placed on the top of the cooler?
The cooling results are a little dissappointing I am seeing about a 15'difference I was expecting more.

I purchased a 7.5 fan from BAT. I was under the impression that their fans are made by
SPAL.

BAT is the US distributor for Mocal which makes oil radiators and fans made in Britan
Spal is made in Italy
The claim for the Mocal fan was that it is quiet I had a catalogue from BAT with the specs for the Mocal fan and I paid $8.00 for 4 zip type ties to secure it to my cooler which do not work for the Spal fan.
When I placed my order the Mocal was on back order for a week or so then a few days later they called and told me my order had been shipped
I think they should have told me they substituted the Spal for the Mocal fan

How do I get BAT catalog?
