Engine Won't Decelerate

The big project has been a big success, but the engine wants to race. I can drive with my foot off the throttle. Like a throttle return spring is missing or something. the mechanism at the throttle body returns fine, but the engine still wants to race. Like a vacuum leak only...

If I keep my foot off the throttle, the car eventually slows down, and even returns to idle, but it takes nearly a minute.

I'm going to bed. Leave me ideas if you have them.

I would check my distributor vacuum lines with particular attention to the vacuum retard side. No vacuum on that side will make your engine race for no apparent reason.

I fiddled with the mechanism at the pedal and it quit. Thanx.
