when front torsion bar is unloaded

Was wondering if it's normal (okay) for the front torsion bars to be completely unloaded when the front wheels are off the ground? There is probably about a 1/4 inch or less between the height adjusting bolts(when the wheels are off the ground) and the top where they usually press against . The only way that I can see to correct this would be to raise the height of the car in the front. Not planning on jumping the car or anything but it seems weird to me that there would be slack there. The car in question is a 79 930.
