low milage PPI

My lucky neighbor came across a literal barn find close by, a gray market 85 cab with only 4500 miles! I cautioned him on buying cars that sit too long - a car that has been driven and maintained is better than buying a car that has sat for 20 years. He knows the owner and had a chance to drive it a short distance and he said it ran well with no smoke but car has had very little maintenance. But given the price of only $25k he wants to buy it and I'd do the same especially the high compression motor. He'll keep it and appreciate it versus a car flipper who'll buy it and mark it up drastically. I guestimated a few grand in hoses, bushings, belts and seals alone. Any other specific areas for him to check? He doesn't know who put on the smog on it either or whether it even was registered with only 4,500 miles. He'll run the carfax.

Also can anyone recommend a good place for a PPI in the Thousand Oaks Ventura area. I recommended TRE but it was too far for him. Thanks.
