Can someone tell me when the fan in the engine bay should turn on, or what triggers it to tun on.

The red handle in the middle of the seats. Does it pull the cable to open the heater boxes or what does it do exactly?

When you raise the red handle, you pull on two wires that close the heater boxes, directing hot air into the cabin. When the valve moves, it opens the air path from the heat exchangers to the cabin and closes off the hot air dump ports.

When the red handle unseats, it activates a switch near the axis bolt that holds the red handle and the brake handle. The switch turns on the fan in the engine bay.
