83 911 SC Vin Registration

I just came back from looking at a 1983 Porsche 911SC Targa. The car looked pretty clean and drove and handled well. However, when I asked about matching #'s the mechanic stated that the recent owner (since 97) registered the car in NY and had another vin# assigned by Motor Vehicles and posted to the Centificate of Title for NY. Mechanic had no further info and I'm trying to get in touch with the owner. Any ideas on why this would be done? I live in NJ.....will this cause a registration problem? I'm also concerned about any car history if I can't use the Auto VIN #.

Also noted on Title Odometer reading EXEMPT OVER 10 YEARS OLD.....again will this cause registration issues in NJ.

Any thoughts?
