Yes correct measured from an engine ground. It is strange that your getting low voltage. I know from testing injectors in the past that you need pretty close to 12V to get them to crack.

I suppose you could have corrosion in the CIS electrical connector aft of the FV valve, or somewhere else. It's a pretty short run from the relay to the flat black plug.

Check here for the FV signal waveform:

www.systemsc.com/waveforms.htm

and then use a scope to verify that your Lambda unit is functioning properly.
