Fuel Pump

when I turn my ignition switch to on position, my fuel pump starts working. and if I keep the key at on position for some time before cranking the engine, it floods.
Is this normal? If not how could I fix it?

In my 79 911SC, there is a safety circuit that keeps the fuel pump from running unless the ignition is in the start postion, or the motor is running. I don't know if your 911 has the same circuit.

If your engine is flooding, then either your cold start valve (injector) or your normal injectors are leaking. Also, I think maybe if your air sensor plate is not adjusted correctly, your injectors might be injecting some fuel.
