Spoiler won't retract

I noticed that my spoiler was up this morning on my 90 C4. I was able to lower it via the switch, but after a short drive it got stuck in the up position again and won't respond to the switch. Any ideas?

Further info - I just played with it further. The spoiler will retract if the hood (or engine compartment, whichever it goes by) is open when I hit the switch. When the hood is down - or the switch that tells the system that the hood is down is closed, the spoiler pops back up. What to do?
