Any one know what this parts is?

Found this on the inside of my dash right by the speaker inside the clock hole. Looks like a condensor and has two red wires from the harness on one pole and a black wire that has a connector on the other, but I'm not sure what it plugs into. the Black wire powers up with the ignition switch on. Any help? Thanks Allan

Just thinking, could this be the radio power lead?

it relates to the wiper motor. the motor will still function if a wire comes off, but the wipers won't park.
