rubber bumpers(spacers) in strut tubes

Greetings, This is my first posting here. An amazing amount of information and generosity on these pages.

I just put new struts,KYB in my 70 targa. Yesterday I started to lower the ride height and took the adjuster bolts all the way down and am still a bit short of going low enough.The fender lip is still more than an inch and a half above the tire.
There seems to be very little travel in struts before bottoming out(bumpers?)

Should the bumpers/spacers come out, get cut down or what?

I will set up to euro specs when the suspension travel question solved.Hell I'll measure and everything.
