rubber spacers in strut tubes

I am trying to set up ride height on a 70 targa. I posted earlier and asked about rubber spacers in towers and really meant rubber spacers in strut tubes. sorry.

I adjusted height adjust bolts all the way down and height is still a little high.
Also there seems to be limited travel to the struts. I am wondering if the giant rubber spacers inside the top of the strut tubes could be my problem. My memory tells me these spacers are a couple of inches thick.

I can't figure out how to remove old,confusing thread.

If you need to go lower, you'll need to remove the cap the adjustment is in and rotate it one spline on the torsion bar.
The rubber bumpers inside the strut act like stops when the strut gets bottoms out, I believe there are 3 connected together on a stock height strut, typically you remove one if the car has been lowered.
