Wheel Width
 
How does one masure their wheel to find out the width?
Is it from outer edge to outer edge?

It is from bead to bead.

Inner, not outer. Outside edge to outside edge adds about a half an inch to the actual size.

It about 1" smaller than the outside dimension, if that's easier to measure.
