cruise controlls?

First question. I have an 82 sc. What does the second stalk on the right hand side of the steering column do the one past the wiper stalk?
Next. What is the vacume type booster thing with the cable coming out of it do (as shown in pic below). I suspect it may be cruise control but the cable is not connected so i do not know exactly. If so where is the switch for it. Is it the second stalk on the column?
Thanks -Bryan

The second stalk controls the cruise control. The vacuum thing is for the cruise control, as you guessed.

I have never used mine, then one day the plastic clip broke and held the throttle open. Out it went... I don't think it will hurt resale, if you don't use it then yank it. Its safer imho.

i dont like the sound of that. imo cruise control is for caddys not race cars. its coming out. ill stash it in my attic with my ac parts. probrobly not much to it just plug the vacume line at the source and disconnect the plug and unbolt?
