85 Carerra - Horn only works when ignition is off

Greetings,

I just purchased a 1985 911 Carerra Targa. The car is in excellent shape, however I noticed the horn only works when the ignition is off. As soon as I turn the ignition to the first or second position or the car is running, the horn is disabled. I took out the horn relay and then plugged it back in, I'm not sure if there's anything wrong with it. Any suggestions?
