In the middle of Clutch Cable Install Help!

I'm right in the middle of the clutch cable installation. I'm following the Wayne R. Dempsey article on this site. I'm to the part where I am supposed to "Tighten up the clutch cable until the clearance gap between the small arm and the release arm decreases to 1.0 mm. " Is it the same spot I measured the 1.2 mm in the previous step? The picture is terrible. (not Wayne's Picture).

I cannot figure out where I am supposed to measure 1.0 mm
