86' 911 Carrera Heater Fan Problems

My 86' 911 Carrerra has two heater fans on both sides of the passenger compartment in the front flooring. These fans stay on even with the ignition off and the key out. I have removed the heater control between the seats, and they still stay on. I have removed all the fuses in the car, front and back, and they are on. The only thing that turns them off is to remove the square looking relay box in the engine compartment. Has anyone seen anything like this before? Does it mean that relay is bad?

I'd suspect that the relay contacts may have welded themselves together. Check for continuity between the switched terminals with it out of the car. there should be none. If there is discard and replace.
