Angry 52 pickup...not a truck

My fuse box reminds me of that card game we used to play as kids....
As a recently returning P owner, I've been busy searching this forum for all sorts of information and spending quite a bit of time going through the car while waiting for Spring. One of the many suggestions was to check and tighten the lugs on all the fuse slots, which I'm glad I did (4 needed at least a 1/4 turn) After performing this simple task, I decided to pull out each fuse and compare the rating with the circuit rating...
Can anyone explain to me why 25 amp fuses are in slots 12, 13, 19 and 20 (all rated at 5 amps) or in slot 16 (rated at 8 amps) or slot 21 (rated at 16 amps)?
Why would 16 amp fuses be in slots 14 and 17 (rated at 8 amps) or in slot 16 (rated at 5 amps)?
Slots 18 and 19 are bridged as are 19 and 20.
The PO had pulled out a Clifford Alarm prior to my purchase...could this have contributed to the logic behind this setup?
Even so aren't circuits rated the way they are based on the components they protect and the capability of the wire within?
Inversely, slots 1 through 10 (in the 8-slot block and part of the 10-slot block) have fuses well below the circuits rated value....
Before I start pulling and relocating, can anyone shed some light on this!
Thanks!

Here's a pic...more to come!

John,
Most owners are lax when it comes to replacing a fuse. They often replace with what they have available! Best to use factory suggested sizing! PS nice car! Bebe is black w/same wheels too!

You might want to check to make certain that the fuse wiring has not been "swapped around". A PO might have been having fuse problems with the higher load positions and may have moved them to what had previously been a lower load fuse. Just a thought.
