For '71 911: Do new rear Bilstein HDs come with lower bolts and washers?

Negative. You should be able to find new ones at a local hardware store with the correct pitch. I found them locally for about 6 bucks each vs 12 ea OEM.

Why would you not want a high-strength bolt for shock mounting?

sorry - I meant to check and see if the originals are high-strength -- if so, then get that, not a hardware store one

I concur. Grade 5 ~ Grade 8 SAE (not sure what the equivalent metric grades would be).

agreed. Grade 8 bolts WERE available at my local hardware store but obviously you can get them wherever you want.

the rough eql. to a US Grade 8 is 10.9 or 12.9

I saw a chart recently but couldn't find it again when I went to post it. could prob. pull one up on Google.
