strange voltage at fuses on the left of engine bay

I try to look for a good source (12+v) for a condensor fan and found a strange thing at the fuses on the left of the engine bay.
If you look at the 3 fuses bank (un-label), top one is blank, second one has 12+v at both ends when I pull the fuse off. Isn't this strange? I haven't tested the 3rd one.

Anyone know which wire around there is good for power source? Meaning it should be direct from the battery, or at least not too much devices used it already.
