Lucas Oil Stabilizer - contains almost no antiwear additives?

I saw Charles Navarro's post of an analysis of Lucas Oil Stabilizer. This stuff is now totally worthless. No anti-wear additives to speak of, just thick gooey oil. The only value may be in boosting the viscosity of an oil?
I've noticed for whatever reason most additive products have drastically reduced their anti-wear ingredients. I don't recall some sort of government legislation requiring this of additive products or was there?

The best part of lucas oil products is the marketing.
