Q on drilling spotwelds out of front pan

Do i drill from the outside of the seam (drill holes in the metal that will remain) or from the inside of the seam (drill holes in the pan that will be removed)?

I'm thinking it makes sense to drill the holes in the metal that will remain in the car so i have holes ready for plug welding. The alternative would be to drill holes in the new pan which would be double the work.

Similarly, i need to know if i should be drilling spotwelds from the outside of the front bulkhead or the inside. Again i suspect i should be drilling from outside of the car so the holes are already there when i put the new pan in.

Sorry for the stupid question but i'd like to get this right the first time.

Typically the holes are drilled in the part to be removed and new holes are added to the part to be added. This leaves as much original metal in the seam to be welded.

For the bulkhead, drill inside the trunk.
