Stainless targa bar cover question

I am in the process of getting my 76 targa ready for paint. The car was pretty much disassembled. The targa bar was painted, like I have seen so many. I actually have two covers, both painted. Anyway the car is going back to the original look and color. My question is this. The targa bar cover is stainless, I believe originally not painted. It was polished. Was there any clear coating on them? Or were they just polished and most people got tired of the maintenance on them and painted them?

I think the Targa bar was brushed, not polished.

No, not the one I got sitting in my garage.
