electrical dilemma

Let me start by saying that I did use the search function, to no avail. My turn signals do not work - with the headlights on the signals stay lit (no flash), with the headlights off the turn signals do not flash or stay lit. I connected an alligator clip to a ground point and then to the side of each turn signal bulb, and nothing. btw, I did replace the flasher. please help I need to get my car inspected and nice weather is expected. it's a 1988 - 911. Thank You.

Does your emergency flasher system work (you know, all four flashing at once?)

only with the headlights or parking lights on, not with the key in the off position.

I believe the flasher relay is further up the electric chain than the turn signals?

If the flasher relay is kaput everything else down stream will be affected.

This sounds like a faulty head light switch. They do go bad.

Have you done the relay conversion on your head light switch?
(Main switching through external relay instead of switch)

I thought it might be the switch too...but he stated he "replaced the flasher". I took that to meaning that he had already replaced the actual switch.

It might be worth a quick try to check that relay...switch it out with one of your existing (good) relays.
