Re-titling a car

Is it legally possible to re-title a car in California?
I own a 70 clear title roller and a 82 SC.
I would like to transfer the title from the 70 to the 82 to avoid all the smog issues, especially now that they are talking about smogging every year in CA.
I'm not interested in doing anything illegal, just want to know if it's possible to transfer or re-title the cars.
Has anyone done this or heard/know of a way to do it?
I would be willing to right off the 70 roller and turn it into a track only car.

Nope.....not be legal for smog.....you would be best to rebuild the 70 tub with the 83 parts.

A track only ride would be your only alternative but taking/swapping VINs off of a car can get you arrested and the car crushed.
