What does this do..?
 
1. No pic, but description is: a small, black rotary type switch with a diagram of a windscreen and wiper on it. It's in my instrument binnacle in between the speedo and the clock.

It has an on/off function in its rotational capability.

If 'on' (although I don't know this for sure), I hear a regular relay type click from within the dash when the wipers are on. There doesn't appear to be any other benefit.

I wonder if it's a non-functioning primitive intermittent wipe?

2. Cigarette lighter isn't working. Have a new element/insert, still the same. Is anyone in a position to advise which relay supplies current for this please?

Yes, I believe that is the intermittent wipe. At least that is the case in my 85 Carrera.

Yup Wiper Delay
 
The further clockwise you turn the less often the pulse. Lots of reasons for that not to work too. Could be the wiper switch, will the wipers go into "park" when you turn them off, or like me do you have to time it just right:D

My delays actually work, but wont park. You turn on the delay W/O the wiper switch on the tree active. In other words with wipers off, turn the switch you're talking about clockwise.

Probably your intermittent wiper switch. On mine it's located at the top of the dash between the clock & speedometer. The Bentley manual wiring diagram has no relay in the circuit.

It is the wiper speed setting. When your wipers are off (on the stalk), turn the switch clockwise and your wipers will start in incremental sweeps. All the way clockwise is the greatest interval 12 sec+or- and just click it on shoud give you about a 5 sec. interval.

As for question 2
 
Both the cig. lighter and wipers are on the same fuse in the front luggage comp. It is fuse number 14, counting back from the front of the car. It is shared by the washers as well, do they work? It's a 25 amp fuse. Check the fuse and connections, sometimes it's tough to tell they're blown.

They don't park when turned off - it's currently done 'manually' so to speak...

I hate you - as the relay clicks, I bet that the intermittant wipers will work when you sort out the wiper parking - which is almost always a problem with the two contacts in the wiper stalk, apparently.

The relay, BTW, is in the dask almost directly behind the cigarette lighter. I can just see mine (which doesn't click), but am having difficulty working up the enthusiasm to pull the blower in the trunk to get at it...
