Ground wire?

I removed my steering wheel to fix my brights problem, got that fixed (thanks guys) but as I was putting the column back together there was a ground wire that I'm pretty sure was attached to the small screw on the lower right. Anyway this screw holds the bottom plastic column cover on. I think the ground wire (if that is what it is) attaches at this screw, but what good would this wire do since it is against plastic. Did I put this in the wrong place, was it in the wrong place? I couldn't find a diagram of it and everything seemed to work so I put the wheel back on (should have taken a photo). Anybody have any idea what I'm talking about and if this is indeed the right place for it. Like I said it is the lower right screw, there are four of these small screws that hold the covers on.

it goes under one of the screws that holds the plastic housing to the metal. It grounds the steering column due to the fact that it is mounted in rubber bushings.
