rear hub won't turn after bearing repair '77 targa

after changing axle and bearings when I tighten the castellated nut only using a wrench and not torqueing it the rear hub will not turn, loosen it and the hub turns .What should I be looking for. '77 targa

Did you compare the inside diameter of the new bearing with the original one?
Did you put the bearing cap back on?
Are both sides having the same problem?

haven't done the other side yet. did the axle work first without changing the bearing and had the problem. thought it was a bearing problem did the work again with a bearing change and problem still there.

What axle work are you doing? Did you change CV joints or boots? Does the problem go away if you back out the outboard CV joint screws? If it does, the CV joint screws are too long or you've left out parts: perhaps moon plates and Schnoor lock washers are missing from the screw head side of the joint. Some of the newer CV joints are less thick and require shorter CV joint screws.

the new complete axles require 45mm bolts. the old ones were 50mm.

the axle is the complete axle with cv joints and boots and proper bolts. emergency brake adjusted bearign plate and cover inplace. rotor inplace. the first time i did the work i did not change the bearing. replaced the hub washer and nut. when tightened with a wrench...not torqued it will no longer turn like the emergency brake is engaged. back the nut off just to loosen it and the hub turns freely.

axle was ordered from pelican. complete axle with cv joints and boots including 47mm bolts

Listen to what John has said and check the length of the cv bolts first seems to be a common problem. Then start suspecting the wrong stub axle or the bolts holding the backing plate. My first time assembling the assembly I had the backing plate bolts on with too much washer and it rubbed the axle flange when I tightened the axle nut.

"proper bolts"

Did you check if the screw tips were contacting the back of the hub housing?

Sure sounds like the CV bolts are too long. Try backing them out couple of turns and see if you can turn you hub freely. (Make sure you tranny is not engaged while trying.)
