CIS air plate vibration

Folks, after a series of issues and diagnoses, I have found the cause of my problems is a bad vibration in the air plate. This is causing the fuel relays (930) to oscillate, which is causing low voltage at the WUR, AAR etc etc.
If I put my finger on the plate, it sits quietly and everything runs normal, until the throttle position is disturbed and it returns to rest and vibrates again - so fast it is a blur.
I am inclined to think the problem is in the damping in the fuel head. But as far as I can see, there is nothing adjustable in there for this. I suspect I am going to have to strip the fuel head (reluctantly). But before I do, are there any suggestions as to what I might be looking for or doing in there, or any other possible causes of this problem.
