Post How do I test power to the rear fuel pump?

How do I make sure my rear fuel pump is getting power? I have a voltmeter and test light but I'm not sure at what point the fuel pump gets power. Is it when the key is turned on to accessory position or does the car have to be running to test power?

Do I have to jumper anything to get the fuel pumps to turn on? If so, please give me a detailed description on what I need to jumper.

I have tried turning the key on to the accessory position and testing power at the fuel pump terminals. This indicates I'm not getting power. I have also replaced the rear fuel pump relay.
