Are you talking about the bumper end caps? Polished aluminum that cover the bare ends or the front and rear bumpers?

The lower valence should go all the way to the opening for the wheel, actually forming part of that opening. See pic.

That's why I was confused. There is no additional piece, the bumper wraps to the wheel well.

Can you post a picture of your fender/bumper? All my early cars conform to the pic posted by 68911usa

edit: Reread your first post. If your parts are correct, the only thing I can think of is the bumper may be correct, but for the wrong year. If that's your fender in the pic, it is a lwb fender so I assume your car is lwb. The swb bumpers do not interchange. Is it possible the bumper is not fitting correctly and not pushing back far enough? Are you sure it is a 911 bumper?

Re-edit: Okay, reread posts again. The pic you posted is not of your fender, correct? What you are saying is the piece of the fender between the opening and the wheel well is missing, correct?
If I understand you now, then your fenders have been modified into long nose fenders and you are, indeed, missing some sheetmetal. If this sounds right, I think there are some kits available (TRE?) that may offer the metal piece, or you can fab one (it's been done and there is a thread on it somewhere.)

shorthood fenders don't have the turn signal box, or the approximately four inches of sheetmetal behind them, because the impact bumper is in the way, and I'm trying to figure out what you mean by the sheetmetal behind the turn signal box. shorthood fenders look like this:

(shamelessly lifted the first fender I could from the parts for sale board)

Now that we know the problem, there is a thread where someone describes and photographs the conversion from shorthood fender to longhood fender. If you cannot easily get a good solid longhood fender, you may wish to tackle this modification--will depend on how comfortable you are with body work.

Also, I believe TRE offers a FG kit that converts the shorthood fender to longhood fender

I think TRE has those pieces that you can weld in. I think it's TRE, but could be wrong...

If you're going to do some metal work, here's a link that may help:

Late 74' up to Early 69'-73' fender conversion thread
