Fuel pressure guage fluctuations

My engine compartment mounted fuel pressure gage bounces around between 3 and maybe 5 psi. Using a liquid filled guage doesn't help. Is this bouncing normal?
I have a Mallory rotary fuel pump set at 12 psi going into a Mallory regulator with return line to the tank. PMO carbs.
I also sometimes get "hammering" in the lines as if there was air in the lines.

Replica, with 911 engine with PMOs. Complete custom lines, fuel pump, filters, pressure regulater. But i’ve seen many 911s, especially at the track, with these gages. Just wondering if their gages bounce.

Isn't 12 psi too high for Carbs?

They normally run between 3 psi and 5 psi.

Actually the pump is factory set at 7 1/2 then the regulater is used to adjust it down to 3-4 for my PMOs.
