Question flying fuses

My license plate lights don't work. First thing to check; the fuse. Where is it? My owner's manual states that there is more fuses near the brake booster in luggage comp. Can't find it. My little Technical Spec. manual says there are two flying fuses in lug. comp.. Can't find them. Bentley same thing. I'm on the edge. Help!

1986 factory Turbo-look.
Also on the plastic cover for the fuses it numbers all the fuses except for the one I'm looking for. It just has it marked as position X.
