Left brake light problem in 91 964 Turbo

My left brake light isn't working right. Only one filament in the brake light bulb is working and the one that is is very dim. I have confirmed that it's not a bulb issue. When the headlights are on, one filament is on but dim. When I depress the brake pedal, the second filament doesn't kick in. When the headlights are off, the dual filament bulb comes on when I press the brake pedal, but is very dim.

Right and third brake lights work fine.

I get 11 volts to the tail light assembly but only 6 to the dual filament bulb. Bad wiring in the assembly? Is the second filament controlled from a relay somewhere? Continuity in the assembly is fine and resistance measures 200 milliohms.

When I play with it, I hear clicking from a relay in the right engine compartment, but I don't see "brake light" on any fuse or relay diagrams in the front or rear fuse assembly covers.
