bilstein snubber?

Does anyone know does bilstein have an internal snubber? I am in the process of converting from boge inserts to bilstein, and the snubber from my boge doesn't seem to fit. When I compressed the bilstein the force seems to rise rather suddenly as I approach the end of its travel. TIA Paul.
