Rear license plate bracket mounting

OK I guess this is going to be a kind of rhetorical question. Let me set this up real quick.
When I went to pick my car, 83 SC cab, from the body shop from its 3 YEAR paint and top replacement, , they had mounted the rear license plate directly to the bumper.
It appears to me that the geniuses drilled two holes in my bumper to accomplish this.
This can be seen by the larger holes inside what appears to be the original two mounting holes on the outside. They mounted the plate to the bumper because they lost my rear plate and bracket and used the front plate to try to trick me, DUH.

You can see how the two larger holes where the plate was mounted line up with the plate mounting holes on the bracket while the smaller outer holes line up with the outer holes to bolt the bracket to the bumper...

OK folks here is the question.....Should I only have the two smaller outer holes to mount the bracket to my bumper, or should I have all four holes from the factory?

Sorry about the length but let the fun begin...

Some say poTAtoes and some say poTAHtoes. Whatever works, the plate covers it all anyway.

But, yes, the wide spread holes are for the bracket and Euro plates.

I hope the body shop paid for that new bracket - I was shocked SHOCKED when I found out how "valuable" new ones are.

You've got your answers but I have a question.

I don't know about Virginia, but in California you are required to have two plates displayed at all times (yeah, we all do.) My question is, are you going to have to spring for new plates, and if so, is the shop going to cover the charges?

Milt thanks for the answer, I was 99.9% sure that was correct, and yea the plate will cover up these holes but the idea is that they were not there to start and should not be there..I hope you do not have someone install some seats for you and they just drill a bunch of useless holes in the floorboard, but if they do at least the carpet will cover em up right..

herr-oberst yes they paid for the bracket..1st they ordered the wrong one (front) and when I told them about it and they needed to get the correct one they stated that the rear one costs more and that I would have to pay the difference. I finally convinced the rocket scientist on the other end they lost my bracket, ordered the wrong one, and they had to get the correct one.

ossi, yes in VA we are supposed to have a front and rear tag and can be ticketed for not doing so. I think it costs $10 to reissue my tags and I am trying to fight with these idiots over more expensive things so I am not to concerned about the cost of tags.

3 years of dealing with these idiots and I still am not done...this was a 3 month paint job gone horribly wrong...

Off with their heads! You have GOT to be kidding me. Did you chronicle this nightmare in another thread?
