Failed CA smog, couple of questions

Just failed smog on my 83 SC, couple of questions. First details:

25 mph, CO Max = 0.79, measured = 1.24

Ignition timing failed (odd).

1. So is the failure of CO related to timing and should I just ensure the timing is correct and go back for the test (note, CO measured at 15 mph was close, measured 0.94 vs a max of 0.99).

2. Or, just take it to a shop and have them check the air/fuel mixture.

Note, I have had the engine in/out 3 times chasing oil leaks (finally fixed them), which included removal of the entire CIS.

How far off is the timing?

It does not say.

There is a note that states "This vehicle failed the ignition timing check due to the engine rpm being out of tolerance.

Your idle speed is probably too high. Get your timing light out. It would be foolish to change anything else until you correct this known error.

I have noticed the idle is high...would the timing be off contribute to the high CO emission? I'd hate to fix the timing and then fail the test again (another $70)...not sure if the air/fuel mixture needs a check.

I am over in San Pasqual in the community with Eagle Crest golf course. I sit on the 12th hole about half way down.

High idle could be caused by advanced timing. Retard the idle to spec, then set the idle rpm. That will probably take care of it but if not you can easily lean out the idle to pass, then advance the timing and richen it up afterward.
