replacing head light buckets in fenders

Have a 71 T and have fairly nice original fenders, except a few of the headlight mounting brackets (in the bucket) and a little bit of the bucket lip, are rusted. Wondering on the following 2 options:

1. Cut out/replace the tabs themselves (leaving the original bucket) in the fender
2. Replace the entire bucket in the fender with clean used stuff.? Is the bucket replacement relatively easy to do.?

Any help appreciated. Thx

I would replace the tabs only. Replacing buckets? To hard IMO.
