First thing I'd have checked is do you have pulses at Terminal 'A' at the speedo, if you do not the cruise will never work. You really need a Oscilloscope for this and put the car on blocks so you can spin the rear wheels under power.

use the search function and you will find a few threads that show a step by step test for the servo , the stalk switch,clutch switch input from the speed sensor.

if anyone needs some parts, I have the cruise control stalk, computer brain, and servo canister from my 1982SC for sale for cheap.
